Charlton Sean Gaerlan II

Passing the University of the Philippines’ College Admission Test (UPCAT) with top marks, Charlton Sean Gaerlan II started his university life at the podium, addressing newbies like himself at a welcome assembly in 2007 about the challenges and expectations they faced as students.

Finishing his degree with highest honors five years later, the Oblation scholar was once again tasked to speak to his batchmates, reminding them this time that being an Iskolar ng Bayan never stops upon graduation.
With his mom proudly looking on, Charlton Sean Gaerlan II talks to UP’s graduating class of 2012 about duty, respect, and proving oneself worthy of the title Iskolar ng Bayan.
 
 “Bilang mga Iskolar ng Bayan, inaasahang malaki ang ating maiaambag para sa tunay na pag-unlad ng ating bansa,” said Gaerlan during UP’s 101st commencement exercises in Diliman on Sunday.

The College of Business Administration’s (CBA) top student this year represented close to 4,000 candidates from Batch 2012, which produced 862 cum laude, 222 magna cum laude, and 19 summa cum laude graduates.


“When I gave my speech in front of fellow freshmen, I was apprehensive because I felt that I would have to prove myself to them during our stay in UP and not just be all talk,” Gaerlan said. “Giving the speech in front of my fellow graduates made me realize that I have to live up to my words once again.”
Thousands of UP students in attendance rejoice as they shift their sablays to their left shoulders, signifying that they have officially graduated from the university.
 The 21-year-old business administration and accountancy student finished at the top of his college’s class with a weighted average grade of 1.134, which also made him the university’s fifth top student this year. He now prepares for the October board exams to be a certified public accountant.

“I’ve known Chase since first year and all I can say is he has never let his successes get into his head,” said Englebert Chua, Gaerlan’s classmate and chairperson of CBA’s local student council.
 
 
Both of them were given awards for special services they rendered to the college during a recognition ceremony earlier on Sunday.


“Yet, behind all the achievements and distinctions, you can see that taong-tao rin si Chase,” Chua added about Gaerlan, who he called “a natural genius in everything he does.”


Gaerlan, however, thought of himself as “a typical student who hung out with friends a lot, spent a lot of time with my orgmates, made time for school activities, and found some of my college subjects difficult.”


“I exerted as much effort as my batchmates,” he added. “But I was fortunate to have higher grades.”

The class valedictorian of Baguio City National High School fell in love with UP thanks to his lawyer mom and military officer dad, who both studied in the university.


“(They) told me a lot of humorous stories of academic mishaps and blunders, coupled with tales of personal and academic achievements,” said Gaerlan. Seeing UP students with an “air of confidence” during his campus visits, he said “there was that feeling that I wanted to belong, so I eventually chose to study in UP.”


He shared in his speech that UP strengthened his resolve to stand by his principles and protect it when necessary, a lesson instilled in him by his parents.


Subalit kaakibat nito ay ang pagbibigay-galang sa paniniwala ng iba bagama’t taliwas ang ilan sa mga ito sa aking paniniwala,” he said on stage.


While the next six months will be spent reviewing for the board exam, he looks forward to teaching in UP someday.
 
 

“I want to be able to uphold the culture of excellence my professors have imparted to me when I was a student,” said Gaerlan. “They inspired me so much that I, too, want to be an inspiration to a new generation of students.”


In his speech, he said that UP students had different methods of addressing their concerns, but the aim was just the same: “ang maipakita ang ating tunay na pagmamalasakit sa kapwa at ang pagtulong sa abot ng ating makakaya kahit na tayo ay may sariling suliranin at responsibilidad.”


Gaerlan himself balanced his time in studying for six-hour (or longer) advanced accountancy exams, preparing for interschool competitions, and serving as Vice President for Education and Research in the UP Junior Philippine Institute of Accountants.


“To survive UP, one must always (be) constantly on his/her toes and continuously improve. Being classmates with the best and the brightest in the country is not easy,” Gaerlan said. “One must always push himself/herself and strive for the best so as not to be left behind by others.”


For now, he and his batchmates will rest from all the academic and co-curricular load of the university.


Ngunit bukas o makalawa, muli tayong magplano at magsumikap,” he told them from the podium. “Maging karapat-dapat tayo sa bansag at pagkilala sa atin bilang mga tunay na Iskolar ng Bayan.”

History of JPIA

The National Federation of Junior Philippine Institute of Accountants was created in 1983 under the auspices of the Philippine Institute of Certified Public Accountants to serve as a link between the accountancy students and their professional counterparts.  Being the only national organization of accountancy students, it is tasked with organizing its members into a relevant sector of the business community. With that in mind, the Federation is committed in training advocates of development and innovations through knowledge by promoting fellowship among member schools.
 
The mother organization of NFJPIA is the Philippine Institute of Certified Public Accountants. It was founded in November 1929 by a group of illustrious pioneers in the accounting profession namely: Enrique Caguiat, Santiago dela Cruz, Francisco Dalupan, Jaime Hernandez, Felipe Ollada, Ramon del Rosario, Antonio Sanchez, Jose Torres, Artemio Tulio, Clemente Uson, and Jesus Zulueta.

   The group set forth the following objectives:

•               To promote and maintain high professional and ethical standards among accountants.
•               To advance the science of accounting.
•               To encourage cordial relations of those in the accountancy profession.

W. W. Larkin, holder of CPA Certificate No. 1 was the first President.
 
After having complied with the requirements for accreditation under Presidential Decree No. 223, PICPA was awarded the Certificate of Accreditation No. 6 on October 2, 1973 by then Chairman Eric Nubla of the Professional Regulation Commission (PRC). This distinction, which recognized the Institute as the bona fide professional organization of CPAs, likewise gave PICPA the responsibility of setting into motion a scheme for the integration of all CPAs in the country. Integration of the Accountancy Profession was carried out under PRC Resolution No. 106 dated July 12, 1984 as amended by Resolution No. 142 dated March 4, 1987.   With the election on December 2, 1988 of the new set of PICPA Board of Directors and Officers under the revised By-Laws of PICPA, all conditions of integration were fulfilled, and on July 6, 1989, PRC Commissioner Julio B. Francia declared that the integration is now accomplished.

The Philippine Institute of Certified Public Accountants continues to perform its avowed mission  that of serving all fields of accountancy through a set of social and technical services to its members including NFJPIA (through Mr. Gerard B. Sanvictores and Dr. Raul C. Addatu, Chair and Co-Chair of the Committee on Students Participation). To date, NFJPIA has more than 47,000 members distributed among its 275 accredited local chapters nationwide. Through the years, the organization has received special citations from PICPA, its mother organization, and various accounting firms. In 1998, during the convention of the ASEAN Federation of Accountants held in Manila, NFJPIA has been recognized for its invaluable contributions during the convention. In the Federation Year 1998-1999, NFJPIA received a Diamond Year Award from PICPA, for its support in the fulfillment of its objectives to strengthen the bond between JPIA and PICPA.

NFJPIA continues to organize seminars, symposia, workshops, conferences, quiz bowls, and other interscholastic functions through its Regional Councils and National Conventions. It has likewise sponsored parties, concerts, sports fests, and other projects intended to achieve its maiden objectives. But more importantly, NFJPIA, has heeded the call of social responsibility and civil consciousness by extending to the key members of society trapped in the bondage of destitution  the youth.

What is JPIA?

The National Federation of Junior Philippine Institute of Accountants (NFJPIA) is the only organization accredited by the Philippine Institute of Certified Public Accountants (PICPA).  The National Federation for business and accountancy students, NFJPIA ranks among the best organizations in the country as it serves as conduit of academic excellence, home of industry leaders, and training ground for future professionals through its over 270 accredited local chapters including the leading universities in the country and more than 45,000 constituents all over the archipelago.

THE FEDERATION SEAL

The Colors
Gold for the wheel and the map signifies the essentiality of each local chapter of the federation.

Royal blue for the background color represents integrity, dignity, and professionalism.

White for the ledger signifies fairness and accuracy

Green for the laurel leaves, which symbolizes excellence.


The Figures
The six spokes represent the six founding schools of NFJPIA, namely: De La Salle Universit (Manila), Philippine Christian University (Manila), Philippine School of Business Administration (Manila), St. Scholasticas College (Manila), College of the Holy Spirit (Manila), University of the Philippines (Diliman, Quezon City).

The wheel represents the Federation's continuing efforts to develop JPIAns into well-balanced individuals.

The laurel leaves  symbolize intelligence, growing knowledge, and academic excellence.

The ledger and the map represent the accountancy students who are members of the federation.

VISION
The National Federation of Junior Philippine Institute of Accountants aspires to be an integral part of nation building by reinventing the Filipino youth. This institution provides an avenue for academic excellence and social growth for the accountancy students with the aim to be a human resource development center of future leaders and professionals - appreciating and refining raw talent and potential - thus supplying quality workforce worthy of global recognition.

MISSION
In its commitment to serve as a medium of expression of an ideal aspiration, to promote and protect the welfare and interest of accounting students, to assert dynamic responsible student leadership, and attain a high degree of moral, social and intellectual growth, the organization set forth the following objectives:

To adapt necessary measures to foster academic advancement in the field of accounting.
To serve as an instrument for the gradual exposure of the students to the network of opportunities that awaits them.
To develop leadership and maturity among its members.
To promote fellowship and familiarity among accounting students from all walks of life.
To acquaint the JPIAns to the nature and activities of the Philippine Institute of Certified Public Accountants.
